Football fans can expect a very different experience at the 2026 FIFA World Cup after football authorities approved a number of new rules designed to improve the speed, fairness, and discipline of matches. The changes will officially be introduced at the tournament and are expected to significantly affect tactics, time management, and player behaviour. One of the biggest changes is the introduction of a five-second countdown for throw-ins and goal-kicks. If referees believe a team is deliberately delaying play, they can begin a visible countdown. Failure to restart play within the time limit could result in possession being handed to the opposition for throw-ins or a corner kick being awarded after delayed goal-kicks. Substitutions will also face tighter control. Players being substituted must leave the field within 10 seconds using the nearest exit point. If they fail to do so, the replacement player may be delayed from entering for at least one minute, forcing the team to temporarily continue with 10 players. Injured outfield players treated by medical staff must also remain off the pitch for 60 seconds after play restarts, although exceptions apply for goalkeepers and certain injury situations. VAR powers have also expanded. Officials can now review clearly incorrect second-yellow dismissals, mistaken identity cases, and wrongly awarded corners before play restarts. Importantly, VAR can review a second yellow already given, but cannot recommend a second yellow if one was not issued on the field. Another major talking point is discipline. Players covering their mouths during confrontational incidents with opponents could face red-card sanctions under new conduct rules introduced ahead of the tournament.
